The “Directed Tier 1” concept has been moving through supplier diversity circles for several years. But, what is it, exactly? In certain situations, an OEM selects Tier 2 Suppliers to work with Tier 1 Suppliers to guarantee quality, supply, and other purchasing standards are achieved. While the OEM does not directly pay the Tier 2 Supplier, the Tier 2 spend is more appropriately counted as a directed Tier 1 spend since the OEM controlled much of the process.
